Can Foreigners Buy at Cape Royale, and What Stamp Duty Applies?

Who Can Buy at Cape Royale

Yes: Singapore Citizens, Permanent Residents and foreigners can all buy a home at Cape Royale, because every home there is an apartment in a condominium. As at October 2026, the Singapore Land Authority lists condominium units among the residential properties a foreign person may buy without approval under the Residential Property Act.

The distinction matters at Sentosa Cove in particular. The same SLA guidance lists landed residential property at Sentosa Cove among the properties for which a foreign person must first seek approval, assessed case by case. The houses on the canals of the cove therefore follow a different process; the towers on Cove Way do not.

Companies and other entities may also buy, paying the entity rate in the ABSD table further down. Whoever the buyer, IRAS bases the duty on whichever is greater, the contract price or the valuation, and rounds the result down to a whole dollar.

For a foreign buyer the practical result is simple: the question is not whether a Cape Royale apartment can be bought, but what it will cost in stamp duty. That depends on the buyer’s profile, which the next two sections explain.

Nothing about the tower, the floor or the layout changes this: the rule turns on the type of property, and every Cape Royale home is the same type.

Buyer’s Stamp Duty on a Cape Royale Purchase

Every buyer pays Buyer’s Stamp Duty. It is levied on the contract price or the valuation, whichever is greater, and is built up in six bands: 1% on the lowest band, then 2%, 3%, 4% and 5%, and 6% on everything above the fifth band. This schedule has governed home purchases since 15 February 2023.

Because the rate climbs slice by slice, the duty is easiest to work out with the bands in front of you. The Cape Royale stamp duty page lists every band and works one example through on a round figure unrelated to any home in the development, while the stamp duty calculator for Cape Royale runs the same bands on a number of your choosing.

BSD is the same for every buyer profile; only the additional duty below differs from one buyer to the next.

Additional Buyer’s Stamp Duty at Cape Royale, by Profile

Many buyers also owe Additional Buyer’s Stamp Duty, which sits on top of BSD. An individual’s rate turns on two things, citizenship or residency and the number of homes already held, whereas a foreign buyer or an entity faces one flat rate regardless. The table shows the schedule in force since 27 April 2023.

When co-buyers have different profiles, the steepest of their rates is charged on the full value. Free trade agreements give citizen-level ABSD treatment to American nationals and permanent residents, and to nationals of Switzerland, Norway, Iceland and Liechtenstein. Spouses who purchase jointly, where one of them holds Singapore citizenship and neither owns another home, may ask IRAS to remit the ABSD.

Read down the first-home column: a citizen’s first purchase carries no additional duty, a permanent resident’s first purchase adds 5%, and a foreign purchaser adds 60%. Couples who take on a second home can recover that ABSD by disposing of the first one inside the period IRAS sets.

When the Duty Is Paid on a Cape Royale Home

On a completed home such as Cape Royale, stamp duty comes early. Both duties are due to IRAS no later than 14 days after signing, well before legal completion, so the duty belongs at the start of the budget alongside the booking fee. Seller’s Stamp Duty only arises on a later resale: for a purchase dated 4 July 2025 or later it bites on any sale inside four years, at 16%, 12%, 8% or 4% according to the holding period.

The Cape Royale housing loan notes explain how CPF and the loan fit around these sums. The Sales Concierge can work out the duty on any specific home. Showflat viewings are arranged by appointment through the Sales Concierge.

As with BSD, SSD is charged on the selling price or the valuation on the date of sale, whichever is greater.
